SPECIAL MEETING OF THE
EAST BATON ROUGE PARISH SCHOOL BOARD
THURSDAY, MAY 1, 2014
5:00 P.M.
The East Baton Rouge Parish School Board met at the School Board Office at 1050 South Foster Drive, Baton Rouge, Louisiana, at 6:35 p.m. on the first day of May 2014 in special-session convened. The President called the meeting to order with the following members present: Mr. David Tatman, President; Mr. Tarvald A. Smith, Vice President; Mr. G. Thomas “Jerry” Arbour; Mrs. Connie Bernard; Ms. Jill C. Dyason; Mr. Craig Freeman; Mrs. Barbara Freiberg; Ms. Vereta T. Lee; Dr. Kenyetta Nelson-Smith; and Ms. Evelyn Ware-Jackson.
Others present were: Dr. Bernard Taylor, Jr., Superintendent; Mr. Michael Haggen, Deputy Superintendent for Innovation and Reform; Ms. Diane Atkins, Associate Superintendent for Instructional Support and Pupil Services; Mr. Carlos Sam, Associate Superintendent; Dr. Herman Brister, Associate Superintendent for Student Support Services; Ms. Catherine Fletcher, Chief Business Operations Officer; Ms. Lizabeth Frischhertz, Chief Officer of Accountability, Assessment and Evaluation; and Mr. Domoine Rutledge, General Counsel.

School Board Member Jerry Arbour gave the invocation. Cadet Corporal Taylor, Glen Oaks High School, accompanied by First Sergeant Michael Gibson, led the Pledge of Allegiance.

Adoption of a Proclamation in Memory of School Board Member Randy Dale Lamana, District 11

Resolved, that, the East Baton Rouge Parish School Board does hereby adopt a
Proclamation in memory of School Board Member Randy Dale Lamana, District 11.
Seconded by Ms. Lee
Unanimously adopted by a vote of all the members.

Adoption of Board Vacancy Replacement Process as a Board Policy
By Mr. Arbour
Resolved, that, the East Baton Rouge Parish School Board does hereby adopt Board Vacancy Replacement Process as a Board Policy.
Seconded by Mr. Freeman
Unanimously adopted by a vote of all the members.

Appointment to Temporarily Fill Vacancy in District 11
Candidate Julie Dupus withdrew her application. Candidates Raymond Allmon, Robert Cooper, Terry C. Landry, Jr., Mary Lynch, and George Steimel addressed the East Baton Rouge Parish School Board.
Vice-President Smith nominated Mary Lynch
Mr. Freeman nominated Robert Cooper.
Mrs. Freiberg nominated Raymond Allmon.
The votes on the nominees were as follows:
Mr. Allmon 3
Mr. Cooper 3
Ms. Lynch 4
Being that no candidate received a majority on the first round of voting, another vote was
taken.

Mrs. Lynch 5
Being that no candidate received a majority on the second vote, the top two candidates
advanced to the third round of voting.

Mrs. Mary Lynch was elected to fill the temporary vacancy in District 11.

There being no further business, the Board adjourned by acclamation.
