The East Baton Rouge Parish School System Adult and Continuing Education Program provides education opportunities for adult learners that will help them succeed at work, home, and in their communities. 

The program is the 5th largest program in the state and the largest K-12 provider in the state. The program is ranked among the Top 10 best performing programs in the State of Louisiana. The program currently operates 12 adult learning centers, one ESL/civics/citizenship program, and one High School Equivalency Testing Center. The program serves more than 2,200 adults each year. Additional services include: pre-employment test prep, workplace safety certification courses and CPR/First Aid certification courses. The program is expanding its services to include online course options and computer-based testing for the high school equivalency exam.

Hight School Equivalency Information

Beginning January 1, 2014, the Louisiana High School Equivalency diploma will be based on the HiSET test from Educational Testing Service (ETS) instead of the GED test.

Eligibility Requirements

Individuals who are at least 19 years of age or older are eligible to take the test without enrolling in Adult Education or passing a qualifying test. Individuals who are 16, 17, and 18 years of age must achieve qualifying scores on the HiSET Official Practice Test AND have an authorized agent complete the Louisiana Authorization Form prior to testing.

Individuals who are 17 and 18 years old must:

-Provide documentation of withdrawal from K-12 system
-Enroll in an approved adult education class
-Pass the Official High School Equivalency Practice Test

Individuals who are 16 and 17 years old must meet the above criteria in addition to one of the following:

-Pregnant or parenting
-Incarcerated or adjudicated
-Institutionalized or living in a residential facility
-Have chronic physical or mental illness
-Family or economic hardship

Individuals 15 years or younger are not allowed to take the high school equivalency test or enroll in classes at a WRU Literacy Provider.

Individuals may earn a High School Equivalency diploma by passing an exam that verifies that they have gained the knowledge equivalent to accepted high school standards. The tests on the exam cover English language arts and reading, English language arts and writing, math, science, and social studies.

Registration is now available for qualified individuals. Visit an Adult Learning Center to register for the test or go to www.hiset.ets.org to register.

Steps to Schedule a HiSet Testing Appointment

Step 1: Before scheduling your appointment, view the requirements for taking the HiSET exam in Louisiana. You need to agree that you meet these eligibility requirements when schedule to take the HiSET exam.

Registration/Test Fees

Paper-delivered tests: $21 ($15 ETS fee, $6 test center fee)
Computer-delivered tests $16.75 ($10.75 ETS fee, $6 test center fee)

-A $10 annual state administration fee will be collected when you register for your first sub-test; this is an annual fee and will be collected once every 12 months
-You will receive two retests per sub-test; however, you must pay the $6 test center fee each time you take a sub-test

Waiver to Exit

Students who are 16 and 17 years of age may request a waiver to exit school to enter adult education. 

Students who are 16 or 17 years of age and currently enrolled in an East Baton Rouge Parish School System school must report to their assigned school to obtain and complete the waiver form.

Students who are 16 or 17 years of age and live in East Baton Rouge Parish and have been most recently enrolled in a home school program or an out-of-parish or out-of-state school  must report to the appropriate EBRPSS school in the attendance zone in which they live to obtain and complete the waiver form. To locate your school/school system, click here.

Students who are 16 and 17 years of age and live outside of East Baton Rouge Parish or who have been most recently enrolled in a charter, home school, online, private, or RSD school must obtain the form from that agency/institution or the school district in which they live and submit the form to the superintendent or agency administrator of that institution for approval.

NOTE: Non-EBRPSS schools/officials may obtain a copy of the waiver form by sending an email request to adulted@ebrschools.org or by calling (225) 226-7648.

Proper Documentation

The waiver to exit request must be submitted with proper documentation. The following items must be included:

-Age Waiver Counseling form (EBRPSS Students only)
-Completed Age Waiver Request to exit school
-Documentation of the need for the waiver based on one of the categories listed below:

-Pregnant or actively parenting
-Incarcerated or adjudicated
-Institutionalized or living in a residential facility
-Chronic physical or mental illness
-Family and/or economic hardships – family and/or economic hardship is defined as a student who acts a caregiver or must work to support the family due to a parent’s death or illness, or needs to be removed from an existing home environment.

Once the completed waiver to exit packet is received, it will be reviewed by the appropriate  EBRPSS Executive Director and the EBRPSS Director of Adult Education. 

Once approved, the EBRPSS Director of Adult Education will forward a copy of the approved age waiver to the assigned Adult Education Program. The assigned Adult Education Program must have an approved waiver BEFORE the student may enroll in Adult Education.

Once the student has completed orientation and enrollment in Adult Education, a copy of the approved waiver will be provided to the referring school with an effective drop date.

Exception to the 16 and 17 Year Old Age Waiver Requirements

-Students in the Louisiana National Guard Youth Challenge Program (YCP) must present a copy of the graduation certificate/letter verifying participation in YCP or if recently dismissed from the program must present a copy of the letter of dismissal
-Married 16 and 17 year olds must submit a copy of their marriage licenses
-Emancipated 16 and 17 year olds must submit a copy of their emancipation documents
-Students who have graduated from a K-12 program must present a copy of their diploma

ESL English Classes

We offer classes to adults who do not speak English as their native language. The ESL English Classes help students improve their speaking, listening, reading, and writing English skills at all levels. Enrollment is a 3 step process that includes: registration, orientation, and testing. Only after all three steps will student be placed in the ESL English Class that matches their level.

Who can enroll? How old do I have to be?

Adult Education services are offered to anyone 18 years of age or older and not currently enrolled in a K-12 program. Anyone completing the Youth Challenge Program or a home school program is eligible to enroll.

How do I enroll in the Adult Education Program? Do I have to take the entire TABE test? What is the enrollment testing procedure?

Contact the center of your choice to schedule a registration appointment. After completing the registration process and placement tests, a meeting with a counselor will be scheduled at which time your course of study can begin. An ID or birth certification and Social Security number are required. 

When can I begin?

After registration and testing have been completed and a course of study has been developed, a start date will be assigned.

How long does the HiSET process take? How long will it take to get my High School Equivalency Diploma?

The Adult Education program is an individual, self-paced program so completion times vary.

How many hours am I required to come to school?

A set number of hours are not required, but a recommendation will be made during the registration process.

Career & Technical Education (CTE)

Our programs have been defined as "a series of applied learning methodologies designed to prepare our youth for productive citizenship and lifelong learning," with a primary purpose of developing a skilled workforce. All students have an opportunity to participate in Career & Technical Programs of Study. These programs include, but are not limited to, areas of health care, construction crafts & trades, automotive technology, IT computer technology, culinary programs, criminal justice, and agriculture. Admission requirements for each course can be found in the student course guide/schedule packet of the individual campus where the course is being offered. Please contact the guidance counselor at the specific school site for additional information, program requirements, and/or any questions you may have. 

Opportunities in Career & Technical Education

Internships

This course is designed to provide students an opportunity to apply learned skills in the workplace. Career Readiness courses provide students the ability to have successful workplace experiences as they explore jobs in their chosen career field. Paid or non-paid internships provide students with interpersonal skills, leadership opportunities, and workplace ethics. 

Industry-Based Certifications (IBC)

All students in EBR schools have the opportunity to obtain IBCs (aka credentials) that are recognized in industries throughout the world. An IBC acknowledges that the required skill levels have been met for specific job standards. All career clusters have varying level IBCs. For example, IBC levels in business and IT range from office tasks (Word, PowerPoint, Excel) to development of websites, apps, and computer repair. Other IBC examples are craft skills such as electrical, welding, carpentry, and HVAC systems.

Jump Start

Jump Start is Louisiana's innovative Career and Technical Education (CTE) Program that prepares students to lead productive adult lives, capable of continuing their education after high school while earning certifications in high-wage career sectors. Students are required to attain industry-promulgated, industry-valued credentials in order to graduate with a Career Diploma. Jump Start is an elective path for students pursuing a University Preparatory diploma.

Schools receive the same accountability grade credit for preparing students for careers in high-demand job sectors as they do for students who achieve top academic honors.

EBR CTEC

EBR's Career and Technical Education Center, also known as CTEC, is housed in a brand new, $17 million facility located behind Baton rouge Community College's Automotive Training Center. This site offers a specialized training program for junior and seniors in high school who are eager to learn skills in the capital region's high-wage, high-demand fields. An innovative schedule enables students to spend one half of their day at their home schools earning core credit and participating in sports, clubs, and music. The second half of their day is spent on the CTEC campus. CTEC's state-of-the-art building is designed to allow for hands-on practical training in manufacturing, computer science, construction crafts, and the medical fields. At no financial cost, each program provides opportunities for students to ear industry-based certificates and provide either dual enrollment or articulated credits toward associate degrees at BRCC. Based on the chosen career field, some classes are also transferable to four-year universities. Upon completion, those students who earn industry-based certificates will be able to move directly into the workforce. Student organizations include Health Occupations Students of America, which is designed to promote career opportunities in the healthcare industry, and Skills USA, a career and technical student organization. Specific trades offered at CTEC include carpentry, electrical, HVAC, networking, EMT, pre-LPN, and cyber-security.

EBR CTEC Entrance Requirements and Application

EBR CTEC prepares students for high-wage, high-demand jobs in the capital region. We are preparing students for a bright future after high school with either a job out of school or post-secondary education.

US Department of Education found that students that participate in CTE programs have a graduation rate of 90% while the national average graduation rate is 70%. 

Because the majority of our courses are dual enrolled or articulated with post-secondary institutions, EBR CTEC students should have a willingness to work, good attendance, and a good discipline record. Students will be able to qualify for the dual enrollment courses based on their ACT or Accuplacer scores. Required scores vary depending on the program of study. Accuplacer testing will be provided by EBR CTEC. 

All students are required to fill out the EBR CTEC application and provide the necessary documentation.

Considerations for Entrance

-Students have to be on track for graduation
-Students must have good attendance & discipline records
-Students must have a passing math and English EOC

EBR CTEC is an SCA course providers for the region, however, EBR students will have enrollment priority.

JROTC

East Baton Rouge Parish covers 450 square miles encompassing rural, suburban, and urban community settings, the school system is the largest school district in the state, and there are 18 high schools (grades 9-12), of which 10 offer Junior ROTC as an elective. 

JROTC parish enrollment is approximately 1500 cadets. Army Certified JROTC Instructors, a Director of Army Instruction (DAI), an Operations Non-commissioned Officer (OPNS NCO), and a Military Property Specialist (MPS) are employed by the US Army and school system to teach and administer the program. Instructor professional growth is attained through attendance at a 5 day JROTC Instructor Residential Course, Distance Learning Courses, and JROTC Conference/Workshops. JROTC enjoys excellent support from both the East Baton Rouge Parish School System and the Baton Rouge community.

The objectives of the JROTC program are to develop leadership, self-reliance, responsiveness to authority, physical fitness, and attributes related to good citizenship and patriotism.

Each JROTC unit has its own appointed cadet officers and non-commissioned officers to provide student leadership roles and give a military structure to all activities. Cadets learn to work together for the common good while developing self-discipline and a sense of responsibility.

Integrated Activities

The JROTC Leadership Education and Training Program uses a curriculum that is based on a systematic progression of learning. Each JROTC unit is allocated funds to provide supplies and contractual services. the Army agency designated to support JROTC is located at Fort Polk, Louisiana.

What grade do I have to be in to join JROTC?

Students must be enrolled in 9th-12th grade to participate in JROTC.

Is high school credit given for the JROTC course?

Yes, JROTC is an elective subject. Academic credit is earn for a successful completion of each semester of JROTC.

Do I have to join the military if I take JROTC?

No, you are under no obligation for any military service.

Do I have to wear a uniform if I take JROTC?

Yes, you wear a cadet uniform one day a week. Drill team and Color Guard team members may also wear the uniform for special ceremonies and during integrated activities.

Do I have to pay for the uniform and textbooks?

No, the JROTC Program supplies you with your uniform, textbooks, and equipment the course may require. However, you are responsible for the return of the items upon completion of the course.

When is JROTC taught for schedule purposes?

JROTC is taught during normal school hours. Integrated activities such as Drill, Rifle, Color Guard team competitions, and community projects are conducted after school hours.
