A Tribute to Frank Chester

A wide grin, calm demeanor and a wealth of wisdom made Frank Chester a popular figure around the East Baton Rouge School System’s Central Office.

Chester, the district’s chief operations officer since February 2021, died July 24.

“It’s a big loss for the district for sure,” says Monique Scott-Spaulding, the EBRPSS’ administrative director of facilities. “Everybody respected him not only for his years of experience and wisdom but just his presence. He was a very calming man.”


Those who worked closest to him quickly came to discover it was the little things that made Chester unforgettable, like referring to himself in the third person when asked how he was feeling. “Frank Chester is doing fine,” Keyon Brown, Chester’s administrative assistant adoringly recalls.
Brown goes on to explain that no accomplishment was too big or too small for Chester to celebrate. “He was full of life,” she shared.

Chester’s compassion for children and urban education was evident.

“It was always about the children — always,” says Scott-Spaulding. “He was able to calmly, succinctly, and very eloquently bring us together to be able to have conversations that helped us to look at the big picture, to focus on the children, to be able to execute the goals that we had. That will be sorely missed.”

Education was not the first career path for Chester, a native of West Virginia. After graduating from West Virginia State University, Chester served in the U.S. Army, eventually reaching the rank of captain.

He then worked for several Fortune 500 companies in senior management and executive roles before embarking on his journey into the educational field.

For Chester, that journey to help impact the lives of young people in schools began as the chief human resources and talent officer in the Pittsburgh School System. During his time in Pittsburgh, Chester was honored as one of the “50 Men of Excellence” by the local newspaper.

“Mr. Chester had various amounts of experience in corporate America and also in urban education as well,” Scott-Spaulding says. “He had an incredible way of being able to take a team that was loosely assembled and newly working together and taking that team and bringing words of wisdom and helping us to work collaboratively, and understand the importance of not only Dr. Narcisse’s mission but the tenets of urban education.”

“I leaned on Mr. Chester to help me process through work challenges along with helping me to be balanced,” said Dr. Narcisse, superintendent of the EBRPSS. “Having such a tremendous talent and voice of wisdom will be something I will truly miss.”

Chester was also a career coach and chief human resources officer for public schools in Bridgeport, Connecticut. A member of Alpha Phi Alpha fraternity, Chester also enjoyed fishing and golfing.

Several exemplary words such as “Wonderful, fabulous and patient,” have been used to describe Frank Chester.

“Frank was a man of very few words, but when he spoke, I had to listen” explains Nichola Hall, chief of human resources. “His knowledge of how to manage people was insightful.” Hall goes on to recall how Frank would often say to her, “young grasshopper, be patient and stop trying to triage people’s personalities.” His advice also included what could be considered old-school tactics that yielded optimum results. “Sometimes a simple paper map is the best navigation tool, or an in-person discussion is more effective than a zoom call,” he would say.

Hall cherishes how this advice has helped her grow in her career. “Frank will remain in my heart forever. His quiet but notable presence will be a constant reminder that still rivers run deep.”

We are grateful for the lasting impact Frank Chester has made on the lives and hearts of the East Baton Rouge Parish School System and community.

EBRPSS Dedicates Eva Legard Center for Coastal and Environmental Studies to EBR Students and Families

The East Baton Rouge Parish School System invites you to join us in a dedication ceremony for the Eva Legard Center for Coastal and Environmental Studies on Thursday, July 19, 2022. We will be dedicating this site and sharing the new opportunities being provided to students, families and the community.

This innovative program is in partnership with LSU to provide specialized knowledge, skills and resources to develop a rigorous, project-based outdoor model to engage students in a STEM-focused environment. The goal is to develop and implement an instructional model that increases student awareness of their environment from a scientific perspective and expand the pipeline of potential future scientists and researchers with a solid understanding of environmental issues and challenges in Louisiana.

The event will provide a broad overview of the Focus Choice Schools model as a component of school choice – a critical and essential aspect of every urban school system to provide enhanced opportunities to students throughout the district. Community members will be able to engage teachers during presentations at activity stations and refreshments will be provide.

We are excited to share all of these new opportunities with students, parents, staff and the community, so please mark your calendar and plan to attend.

EBRPSS Provides Active Shooter Bus Training for Transportation Supervisors

The East Baton Rouge Parish School System continues to prioritize safety and security by offering training throughout the summer to prepare school leaders for the upcoming school year. This morning, Robert McGarner, Director of School Security, and the Baton Rouge Police Department’s Special Response Team coordinated an active shooter bus training for transportation supervisors.

The training involved a PowerPoint class and hands-on drills to illustrate how to isolate any potential threats. The training was conducted by Sgt. Brian Norris and Sgt. Chris McClure of the BRPD. In light of the recent school shooting, we are dedicated to protecting and providing top security to our faculty and staff within our schools, offices and transportation systems.

EBRPSS Collaborates with the Mayor’s Office for Literacy Initiative 

The state of Louisiana is currently ranked 49th in the nation in reading proficiency and according to the U.S. Bureau of Labor Statistics (2020), workers who did not graduate high school have the lowest median weekly earnings ($592), which is 3 times less than people with the highest education levels.  

Mayor-President Sharon Weston-Broom and EBR Schools’ superintendent, Dr. Sito Narcisse is taking this quite seriously and formed a joint task force to proactively improve literacy for all and help to build a stronger community. The EBR Literacy Blueprint developed by the task force will be officially unveiled tomorrow, June 21, 2022, at 9:00 am at the Goodwood Library. 

The blueprint combines the best national research and practices for improving literacy with our local context with the goal of making Baton Rouge the literacy capital of Louisiana, improving the lives of our citizens, and ultimately serving as a model for the state and nation.  

The media is invited to attend the press conference to learn more about the joint task force and the Literacy Blueprint. Chief of Literacy, Dr. Barbara Lashley, Dr. Narcisse, along with representatives from the joint task force will be speaking and answering questions. 

EBRPSS TRANSITIONS TO SUMMER WORK SCHEDULE 

The East Baton Rouge Parish School System has transitioned to a summer schedule through July 29. 

The summer schedule went into effect May 23 to comply with the School Board-approved Energy Management-Conservation Program.  

All EPRSS offices and school sites will be open to the public from 7 a.m. to 5 p.m. Monday through Thursday. Facilities will be closed on Friday. Offices will also be closed Monday, May 30, in observance of Memorial Day, and Monday, July 4, for the holiday. 

Employees will work the 10-hour days Monday through Thursday for a full 40-hour workweek. Employees will resume regular hours on Aug. 1. 

EBRPSS Middle School Earns National Arts Honor 

McKinley Middle Academic Magnet School of Visual and Performing Arts has been selected as an Exemplary School by the Arts Schools Network for 2022-2027. McKinley Middle will host a special event to celebrate the honor at 2:30 p.m. Thursday, May 19, at the school, 1550 Eddie Robinson Sr. Drive. 

A high-performing dedicated academic magnet, McKinley is one of only nine schools in the country to receive the five-year designation. 

The Houston-based Arts Schools Network awards the designation to member schools that meet the organization’s principles of exemplary practice in strategically evaluating its purpose, operations and educational programs. The nonprofit Arts Schools Network was founded in 1981 and is the nation’s largest professional membership organization of specialized arts schools. 

“We offer guidance, inspiration and incentives to arts school leaders who strive for excellence in their schools. When they demonstrate outstanding efforts toward this goal, as they do by following ‘A Guide to Assessing Your Arts School,’ we recognize and reward their achievements with this designation,” said Dr. R. Scott Allen, the managing director for Arts School Network. 

McKinley Middle has a mission to provide a quality fine arts education, teaching the whole child. The school firmly believes academics and arts need not be separate but complement one another. Integrating fine arts in all classrooms has not been an easy task for the school but one it has wholeheartedly adopted as part of the mission. McKinley Middle has also been recognized as a National Blue Ribbon School and has received the titles of Magnet School of Excellence and Magnet School of Distinction from Magnet Schools of America. 

The only Louisiana school to receive the Arts in Schools Network designation is New Orleans Center for Creative Arts School (2018-2023).
